I've heard of similar things here in RI. They usually come from uninsulated cottages with electric heat.

Though Cthulu is a highly probable second theory.

Maybe someone has tapped the power lines. They should see if there are wires running to the neighbors. Or someone with an RV plugging in and then leaving.
