The reasons I know for sure that the video is a concept are political and logistical.
* if it were real gameplay, they'd have more than just the teaser and some concept art on the website
* the video looks really close to the concept art. Actual gameplay never looks that close to the concept art, if only because vision for the game changes over time.
* the actual gameplay in the video is believable, but the camera is definitely not. the camera work completely gives away the pre-rendered nature of the video
* if that video were real gameplay, I would have heard about the project by now.
* And finally, they're what I imagine to be a small team, and they're looking for a core programmer of some kind on their website. so they're probably not even at first playable yet
The whole thing smacks of an artist/designer putting up some (very, very compelling) concept work and fishing for developers and money.
