The government define's a legislates people's sexual habits all the time. You can't have more than one husband or wife at a time. You can't have sex with children. You can't have sex with farm animals. You can't have sex in public. Etc. etc.
I agree that two consenting adults in a private environment should be able to do pretty much anything they want as long as no one gets hurt (more than they are willing to get hurt) then I don't care. But it's hard to ligeislate that stuff, they have to make all or nothing laws because otherwise there are too many loopholes for criminals to get around. It's more about how the laws are enforced, then how they are written. They may have arrested the people but were charges brought against them? Did they go to court? Or were they just trying to break up something before it got out of hand (in their opinion) and didn't actually do anything beyond that.
