There are a lot of natural, healthful things in life that aren't free and there aren't public places for. You have to pay to get a massage unless you have a friend who will do it for you. You have to pay to go to a spa.
There is no need for public sex places. They may be fun and convenient but there's no need for them. If you can't afford a hotel room you go home. If you can't go home then you go someplace and hope you don't get caught. You try the back seat of your car if you can find a quiet place. Sex is not needed right here right now so there's no need for tax payers to pay for the convenience of a public sex place. Besides.. who the hell would want to use a public sex place. Yuck!
