The original article must have been very poorly written. I shouldn't have expected good accuracy from Reuters; and it seems like they may have actually updated their article to include more info.

However... this may only change things slightly, if at all. Yes, the women were paid, but they weren't compelled and they were on vacation. One can easily imagine that the money was more just a nice bonus than being the determining factor in their participation in a sex act. If they're on vacation, they have jobs and disposable income, so it's not like they're desperate for money.
