Their van delivery people have no control over the contents of the box - the packaging department does - unless the packaging was broken or messed with in some ways (then you have right of refusal). Was their something wrong with the box? Because iif there wasn't, the delivery people delivered it in good faith.
The delivery service is a seperate service, and is really a seperate issue from the packaging. It sounds like you think a $90 delivery price is too high and that on top of not having the parts is what makes you upset. (I don't know if IKEA subcontracts their deliveries - but that's also a factor in this).
They are sending you the items you need - The factor on the time here is probably how long it takes the post office to get it to you in NYC - which is a function of the city's size. It doesn't make economic sense for them to drive into the city to deliver you some parts that might be a lb. or so in weight.
Now to say that this isn't annoying? Yes, of course it is - but what do you realistically expect the company to do and still stay in business? Are they believing you when you say it wasn't packed? Yes, and they're sending you parts which is a hell of a lot better than some furniture stores I've dealt with.
Oh and I'm sure you've already checked, but double check the packaging - as honestly, I've accidently thrown out their screws on one occasion because of how tightly they were tucked into the packaging.
