Freedom of information. Float a bunch of solar powered wireless Internet broadcasting balloons all around in the air in international waters all over the planet; then "bomb" every country in the world with solar powered receiver devices that can download information on any subject. That won't just fix the problems in North Korea, it will fix a lot of issues everywhere.
Information control is the thing that keeps Kim Jong-Il in power (just like it is with any cult leader). People in North Korea believe we're living in an apocalypse world and that every other person on the planet wants to destroy them. They need their eyes opened to the truth.
